Education
Arūnas Marcinkevičius graduated from the Faculty of Law of Vilnius University
in 1993 where he obtained professional qualification of a qualified lawyer.
Licenses
Arūnas Marcinkevičius was conferred a lawyer license given by the Ministry
of Justice (License No. 751) on October, 1997.
On January 19th 2005, Arunas Marcinkevicius was included into the List of
Attorneys at Law of the Lithuanian Bar Association and admitted to carry
out legal activities.
International special qualifications
MPA (Motion Picture Association) accredited as an expert of "pirate"
audiovisual production identification by in 2000.
Professional activities
From 1989 he worked as a locality inspector in Biržai district. Afterwards - an
investigator.
1991 - 1992 - investigator in the Investigation department at the Lithuanian
Ministry of Interior Affairs.
1992 - 1995 - investigator-criminalist in the Crime Investigation department
at the Lithuanian Republic General Public Prosecutors department.
1995 - 1997 - apprentice of an attorney at law in the second Attorneys Office, Vilnius.
1995 - 1999 - lecturer in Vilnius Police College and in Police Refreshing Courses.
1995 -1999 - lawyer, vice president of the Lithuanian Music Industry Association.
In 1997 he passed qualification exams and was conferred a lawyer license given
by the Ministry of Justice. In that year Arunas Marcinkevicius established a legal
firm "Rectum esse".
From 1997 Arunas Marcinkevicius is carrying on private legal activity.
1999 - 2004 - member of the ethics commission of Lithuanian journalists and publishers.
1999 -2001 - vice-chairman of the ethics commission of Lithuanian journalists and publishers.
From October 14th 2000 to December 31st 2004 - president of Law Services Association.
From November 2003 to October 2005 - arbiter of the Vilnius international and national commerce
arbitrage (Vilnius arbitrage).
On June 29th 2004 was not included into the List of Attorneys at Law by the
Lithuanian Bar association due to his activities as association leader.
On October 21st 2004 conferred as an attorney of law by the Lithuanian Bar Association.
On January 19th 2005 included into the List of Attorneys at Law by the Lithuanian
Bar Association and admitted to carry out attorney at law activities.
On March 15th, 2005 – in cooperation with Aleksandras Kocegarovas the Professional
Law Partnership A. Marcinkevicius, A.Kocegarovas & Partners "MK&P"
was established (from June 10th 2005 Professional Law Partnership name is
"Balticus Advocatus").

in the seminar held by the Lithuanian Ministries of Foreign Affairs and Culture,

In 1999 - on "antipirate" protection and identification of audiovisual records
to Lithuanian police, public prosecutor's office and customs officials in the
MPA seminar, Vilnius;
May 2000 - on the legal process of the missing persons' search. In the conference
held by Lithuanian Human Rights protection Association and the Relief Center for
the Families of Missing People in the Seimas of the Republic of Lithuania,
in Vilnius;
April 2003 - in the project "STart 2003"on the theme "Environmental right - Right
to Know, Right to Participate, Right to Appeal to Court" supported by the European
Law Students Association "ELSA Lithuania", and the Lithuanian Lawyers Association
and the Lithuanian Bar Association together with the Law Services Association,
Arunas Marcinkevicius was one of the arbitrators in the finals of the frame up
of Lithuanian Court of Appeal;
March 2004 - in the international conference on the trafficking and victims
reintegration, the legal reintegration problems were discussed. The conference
was arranged by Lithuanian Human Rights Protection Association and the Relief
center for the Families of Missing People together with the Lithuanian Seimas
Human Rights Committee;
May 2004 - the report "Information Provided to Mass Media by the Officials of
IAM and Legal Regulations" in the seminar "On the Improvement of Contacts with
Mass Media" arranged by Vilnius City Chief Police Commissariat.
Participation in Drafting Legal Acts
1998-2000 - representative of public organizations in creating the draft project
of Lithuanian Republic authors and related right law and presenting it for
discussions to Seimas of the Republic of Lithuania. The specialty sphere - assurance
of legal means and mechanisms in protection of intellectual property.
2000-2001 - public adviser in Seimas of the Republic of Lithuanian administrative
code, penal code and Authors and relative rights law amendments team on the
legal means mechanism and procedures assurance. 2001 - Public adviser on the
legal problems in the team drafting the law amendments of Lithuanian Republic
Tabacco law.
2000-2001 member of the work group in Seimas of the Republic of Lithuania as
a public adviser on intellectual property protection legal measure mechanism
ant procedure assurance on drafting administrative law code, penal code and
Authors and related rights law.
2001 - 2004 - in order of Seimas of the Republic of Lithuania of legal affairs
Committee jointly with other lawyers in drafting, making remarks and suggestions on:
- the change of the law draft of Administrative law code 272, 273, 275 and
280 article replacement;
- on the Lithuanian Republic Court law draft;
- on the Lithuanian Republic General Prosecutor's Office law draft;
- on the law of Lithuanian Republic Lawyer private professional activities,
its coming into force and putting the law drafts into practice;
- on the Civil process code effect and implementation law draft on the law draft
of Lithuanian Republic Civil process law separate clauses change;
- on the drafts of Lithuanian Republic Law Advisers law, its enforcement and realization;
- on the drafts of Lithuanian Republic Attorneys law, its enforcement and realization
law and other legal acts.
